PRIMARY PERFORMANCE RESPONSIBILITIES:

  • Under general supervision of the Purchasing Agent or Designee, an employee in this class will be involved in all purchasing and bidding for the BOCES. This involves completing the various steps involved in the process of competitive bidding and in establishing contractual agreements that lead to the purchasing of equipment, material and supplies. Responsibilities involve preparing and reviewing specifications; tabulating and analyzing bids to ensure that the product meets the standard specification; and interpreting policies, rules, procedures and regulations relating to the purchase of equipment and supplies; and other pertinent laws concerning public purchasing. 
  • Evaluates the current purchasing process and makes recommendations, as necessary, to modify or improve current practices or procedures.
  • Evaluate and review Purchase Requisitions for the BOCES ensuring that services and commodities are being purchased from current bid award vendors or NYS Contract Vendors or other approved sources, appropriate pricing is utilized, proper price extensions are calculated, and budget accounts appear reasonable.
  • Responsible for the maintenance of appropriate purchasing records including vendor tables, bidder and commodity lists.
  • Prepares competitive bids, requests for proposals, and all contracts for purchase, repair, rental, and maintenance in accordance with General Municipal Law as well as the goals and policies of the BOCES Board.  Organizes and follows to conclusion, in a timely manner, all bidding documents, including advertising, notice to bidders, instruction to bidders, specifications and proposals.
  • Keeps abreast of current price trends, market conditions and new or improved items of supply.
  • Familiar with issues of maintaining compliance with “Green Cleaning” regulations and guidelines.
  • Working knowledge of markets, trade conditions, business methods and purchasing practices in general, including a knowledge of a wide range of commodities; thorough knowledge of current practices dealing with preparation of purchase specifications; ability to understand technical oral and written directions; ability to use computer applications such as spreadsheets, word processing, calendar, e-mail and database software; integrity; good judgment; initiative; resourcefulness.
