Job Description

PRIMARY PERFORMANCE RESPONSIBILITIES:

Leadership and Strategy

  • Member of the District Cabinet and attend board meetings, as necessary.
  • Interpret and clarify personnel policies and regulations to all staff and make recommendations concerning the formulation of policies and regulations.
  • Keep current regarding federal and state government statutes, regulations and rules relating to personnel administration.
  • Lead employee benefits administration according to contractual agreement and supervises the coordination, maintenance, and implementation of various employee benefits programs. (i.e., medical, dental, deferred compensation).
  • Assist in the administration of workers’ compensation and unemployment claims and attend unemployment hearings, as necessary.

 

Staffing and Recruitment

  • Collaborate with the Senior Director of Human Resources in the recruitment, employment, retention, and termination processes for all employees.
  • Maintain compliance with EEOC and Human Rights requirements.
  • Advise on the application, interpretation and implementation of Westchester County and New York State Civil Service law, rules, and regulations to ensure correct and consistent application and compliance.
  • Acts as a liaison with Westchester County Department of Human Resources on all reporting matters involving Civil Service law, regulations, procedures, and paperwork.
  • Provide assistance and advice on issues concerning recruitment, staffing, benefits, employee relations, counseling and disciplinary procedures including progressive disciplinary procedures.
  • Collaborate on the development, maintenance, and updating of job descriptions for all classified positions in the District.
  • Collaborate with the Senior Director of Human Resources to plan, direct and coordinate a staff recruitment program aligned with District goals.
  • Assist with the monitoring, interpretation, and implementation of all employee contracts.

 

Records and Compliance

  • Collaborate with the Senior Director of Human Resources with the organization and management of the personnel files for the certified and classified staff, including all employee records, and performance reviews.
  • Coordinate professional development for staff on mandatory annual compliance training.
  • Conduct research studies related to best practices in human resource functions.
  • Identify the needs of the department by making recommendations for the automation of administrative procedures to streamline workflow and improve efficiency.
  • Manage tenure and permanency lists.
  • Assist with State reporting for District and Building BEDS and Institutional Master File (IMF) and PD-6 report.

    Employee Relations and Development

  • Serve as project manager for HR initiatives such as programs related to substitute employees and new staff orientations.
  • Conduct civil rights compliance investigations.
  • Provide for the professional development of administrators, managers and staff on topic related to personnel practices, trends, and issues.
  • Provide support to the Senior Director of Human Resources for negotiations with all employee groups.
  • Promote positive relations with the District’s employee organizations.
  • Monitor personnel trends related to all employee groups and update employee database systems.

ESSENTIAL KNOWLEDGE, SKILL, AND ABILITIES:

  • Demonstrate exceptional skills in human relations, communications and problem solving.
  • Strong knowledge of Human Resource practices, labor laws, and regulations.
  • Ability to oversee sensitive information with confidentiality.
  • Strong organizational and time management skills.
  • Proficiency in HR Information systems and technology platforms
  • SHRM-CP or PHR certification preferred.

Job Qualifications

CIVIL SERVICE QUALIFICATIONS:

  • MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE: A Bachelor's Degree* and three (3) years of experience in personnel work in one or more of the following activities: job classification, job evaluation, professional recruiting, specification writing, salary administration, or employee relations, including one (1) year at a supervisory level.
  • SUBSTITUTION: A Bachelor’s Degree* in Public Administration, Business Administration, Industrial Relations, Human Resources Management or a closely related field may be substituted for one (1) year of general experience; or a Master’s Degree* in one of the aforementioned fields may be substituted for two (2) years of general experience. There is no substitution for one (1) year of supervisory experience.
  • Priority given to those on a civil service eligibles list for this title.
  • Must have civil service permanent status as a Director of Personnel or be on the current eligibles list for Director of Personnel in order to be considered for an interview.
