Job Description

PRIMARY PERFORMANCE RESPONSIBILITIES:

  • Support all active and retired employees with their benefits.
  • Entering all data into data systems for benefit enrollment for new hires as well as re-enrollment for employees and dependents.
  • Process all qualifying life events and answering employee questions.
  • Actively involved in the open enrollment process which includes regular communication with active employees and retirees.
  • Support active and retired staff as necessary and answer questions regarding their benefits.
  • Coordinate COBRA administration to ensure regulatory compliance.
  • Coordinates with Personnel Clerk regarding FMLA administration and its impact on health benefits.
  • Assist the Director of Human resources with all benefits related issues.
  • Conducts benefit on-boarding sessions for all new hires. Explains all benefits provides based on contractual language and reviews benefit enrollment documentation. Process required benefits enrollment paperwork for all new hires.
  • Collaborates with NCAComp and the Worker’s Compensation Board regarding all workers’ compensation claims. Reports all claims and monitors employee attendance. Informs supervisor as necessary related to lost time. Tracks necessary data and completes required reports.
  • SW BOCES is adopting new software for electronic on-boarding in 2024. This position will have primary responsibility for maintaining and updating the benefits on-boarding process which includes all informational documents as well as enrollment forms. They will also provide on-going support to all new hires that need assistance navigating the new systems.
  • Other benefits functions assigned as necessary to support the Human Resource Department. May include statistical reports, benefits presentations, Medicare reimbursement process, or other benefit functions.

Job Qualifications

CIVIL SERVICE QUALIFICATIONS:

  • Graduation from high school or possession of a high school equivalency diploma and three (3) years of work experience which must have included one (1) year of experience where the primary function was the administration, explanation, or processing of employee benefit program enrollments and/or claims.
  • SUBSTITUTION: Satisfactory completion of 30 credits at a recognized college or university may be substituted on a year for year basis for up to two (2) years of the general work experience described above. There is no substitution for the one (1) year of specialized experience.
  • Priority given to those on a civil service eligibles list for this title.
  • Candidates must meet the minimum qualifications to be eligible to take the Civil Service Exam for this title and be reachable by the rule of three on the list.
